In most cases...

There is little difference in the outside diameter of a tire (properly sized) when on a 15", 16" or 17" wheel. The increased diameter of the wheel is just reduced in the sidewall of the tire leaving (nominally) the same rolling diameter. The folks who really have to worry about it is the Jeep guys who put 35" tires in a Wrangler, which originally came with +/- 29" tires.
