I too would recommend Autoglym Bumper Care.
-edit whoops...looks like they stopped carrying that. It has been replaced with Sonus Tire & Bumper Dressing Gel which is next on my list to try.

Peanut oil will also do it but of course leaves things oily.

303 Aerospace Protectant should also do the trick among its many other uses.
