It probably will be some time before all the dust settles and the "West Coast 45" are identified. Jim's right. It's the dealer's choice as to who goes (more like "selected"---past tense) at this point.
As for the number of cars, and the price, I think that's in a state of flux as well. My dealer told the MINI Area Rep. that he could sell 25 if they had the cars; some dealers will be lucky to sell 2 to 3, depending upon where they're located in the US and their sales volume.
In any case, the GP Delivery package is a "value" especially if you consider the cost of shipping the car across the US, and then toss in all the stuff that's included ...and what it would cost you to buy it if you were doing the trip/events on your own.
