was there any dashboard cleaner on it? this causes a reaction if you don't get it all off,the dash is already painted shouldn't need a primer.iv colour coded mirrors for people before and found plastic dressings like back to black etc cause this.let the paint dry rub down again(being careful not to go to far through or you will need primer)then clean with pre paint(panel wipe)and start again.
