Richard not sure what you are trying to say as it's still confusing.

Picking figures out of thin air. If the car does 70mph at 3000rpm in 6th gear then a chip can in no way change this. The car will always do 70mph at 3000rpm in 6th gear.

This only way to change this would be with gearbox modifications.

The power and torque figures at given rpm's will change though and this could reduce the amount of time it takes to get to these speeds and rpms.

It was acceptable in the 80's
