I think its car dependant. Some cars are guzzlers compared to others of same spec...no immediate reasons other than things like engines not as well put together???? Poor engine build quality will mean more fuel use to obtain same results (ECU should have same map). Therefore in some cases chipping may actually help fuel efficiency to a degree but it will be slight.
