Non xenon headlights

I've only had my mini for a month or so, 2002 model. It was suposed to have xenons but didn't come with them or something along those lines. Anyway, I've recently driven it at night and the beam distance is utter rubbish. I'm certain its not correct, its very low, I've fiddled with the height adjustment under the steering wheel but it only makes it dip lower.

One thing i have noticed is if I get someone to turn the lights on while Im at the front of the car, they lights come up slightly then vibrate as if stuck, I'm guessing this is whats causing the poor distance. has anyone had any expereince of this before?
