I don't think it is illegal to not have a spare, but it would be a pain if you do get a puncture without some sort of tyre weld kit!
I only presume this as a car can pass the MOT without a spare but if the spare is fitted and doesn't have the correct amount of tread or the tyre is illegal then it fails. Someone else let me know if I am wrong.
