MCS in town and yes, richmond has a few. unfortunately the owners are not really online- there's a hotmail group under vancouver mini cooper, with a mere 54 ppl registered online (including actual owners and possibly non owners.) to be honest with you i have seen more mini's out there...
their last meet had 6 owners showing up. i didn't think it was that interesting so i am not planning on attending the next one, which i think is coming up on the 25th at oakridge.
