It appears to be an BMW/MINI add on that gives you trafficmaster voice warnings of traffic jams through the car speakers.
It picks up the signals from the trafficmaster network and include a free lifetime subscription. I think they were launched in 2003.
Was thinking of fitting one if I can get one cheap enough.
