Depends on who you talk too. Once you go past 15% you have to start worrying about heat management. This can actually cause a loss of performance rather than an increase. 17% is still fairly safe but most people have found that 19% is pointless. This is why 15 and 17 are the most common.

15% is a safe bet as it is the closest to the JCW (14.5 approx).
17% is a good bump but you may need some additional tweaking.
19% you will need to really tweak to get the performance where it should be.
