is a much more widely used term than the dictionary definition would have you believe.
Ie, if someone were to say '

'
they may in fact mean that as a term of endeerment, however, if they said '
He's a bit of a bugger
'
this may be intended as probably one of the most insulting things one Aussie can say about another Aussie.
