I had to go out to look at mine to help!
I've got white stripes with the black pinstripe and it looks as if the white is printed on top of the black so I guess you are right, you would have black on top of white. No there is no clearcoat protection and having helped a mate with black stripes clean his car - the black can show scratches but only slightly. I put wax on top of my stripes when I do the car and it helps to keep them shiny and smooth!
Suggest if you do get any marks on them that you use shoe polish to fix it. You wouldn't want to paint a coat of lacquer over the stripes as that would impinge on the paint on the bonnet. Fairly cheap to replace. Found this guy on the web the other day:
