That's what I use. It comes up really well, but it doesn't get rid of wax on the plastic. As soon as the rain washes the bumper care stuff off, they're white again. A friend of mine was using
Autoglym Vinyl & Rubber Care last week on the plastic and it looked like it took wax right off the plastic, so I guess this followed by Bumper Care is probably the way to go, if you can be bothered.
