The secret here is if any thing that has a metallic component to it, is placed on your windscreen or side windows it will limit the amount of Radio signal trying to enter the car. Examples are metal foil used for windscreen heating or to improve vision (glare reduction) and metal window tints.

Now this is not to say that things like GPS receivers, toll tags, radar detectors or anything that uses RF signal to work, will not work in the car. But its performance will be reduced due to the metal film on the glass.
