Yeh lots of things stop the stop/start function working:

Outside temperature (I think its below 3 degrees - or certainly around there)
The engine needs to warm up sufficiently (though shouldn't take too long)
Whether you are using the heater/air conditioning unit
Battery charge

Having said that battery charge shouldn't be a massive problem. Sometimes I spend days just in traffic with the engine auto switched off, with the headlights on main beam, radio/CD on etc - and I never get a problem.
