Definately, absolutely, no doubt about it (unless they've had a change of mind).
I spoke with people at MINI UK "in the know" when I was unhappy with the Works Clubman, and the included aerokit was definately a "done deal" - so much so that no amount of whining on my part was going to get me a UK-spec Clubman before 2009, precisely because they are not releasing the car until the aerokit is ready. They are obviously aiming at a market sector where extra styling features are obligatory - to be fiar, most other manufacturers' top of the range hot hatch includes things like modified bumpers, sills or wheel arches.
In context, the restricted colour choice also fits the general pattern - you can buy a Golf in a variety of colours, but ask for a GTi30 or an R32 and suddenly the pallet is drastically reduced, and there's no choice at all with regard to the interior colour scheme. At least MIN I seem to be sticking with most of the usual options - except a few combinations aren't available, such as no blue/black half leather. Though of course no-one in their right mind would have specced that on a red/silver/white or black car.
