The tool is easy to make really. I made one when I first did my pulley swap(MED pulley).
But if you don't want to make a tool the is another way using a block of wood and a pry bar I think. Someone posted it on NAM so have a look on there.
I did mine the other day (when fitting the altaV2) pulley by driving up on ramps so I could flick the belt on at the bottom easily. Didn't have to take the inner arch out  Stock Cooper S @270+BHP 13.7@103.9 www.minitorque.com
