| An Inspection Service includes checking brake fluid and coolant levels and adding more if necessary, but does not include a complete replacement. When done in conjunction with an Inspection Service, a brake fluid or coolant change would incur separate charges.
In this case, unless the previous owner never had the brake fluid changed it would be chargeable. I don't see anything listed in the TLC coverage regarding coolant changes, so I assume they are not covered.
