Being a very new mini cooper s owner, I'm guessing from reading other posts that my first stage is to get a 17% reduced pulley, panel filter and irridium plugs for 195bhp at the crank? Is this right?

Not shore about the 195 bhp part but if your going to go to a 17% pulley you should consider a bigger intercooler as you will need it to maximise it full protental And I would go for a CAI
I would go for a 15% pulley, plugs and filter you will be fairly safe and have good power
