Can anyone identify this bumper?

First gen Aero kit... lower hole is for the fog light.

Also, you have mismatched upper and lower grille pieces... not sure if you're bothered? The lower part (black) is from the Aero kit, while the top part (chrome) isn't. :)

There used to be retrofit kits which included the fog lights, wiring harness and a new toggle switch bank ...

You need to match the grill in the bonnet to the one in the bumper ...
