Has anyone tried a cheaper way to get a few more hp's by going with something similiar to this? http://www.autostreak.com/tornado/
I've seen other versions as well. Now I'm not all that knowledgable on engines but is this idea full of bunk?

Lots of people have tried to get more horsepower with these, but I think only the people selling them have seen improvements

It blocks airflow to the engine, and any vorticies generated at the air filter will be completely ruined by the time they get through the intake.

As an aside, this also falls into the "if it works so well, why isn't it standard equipment" category...

Car & Driver tested one on a BMW 5-series a few years back. They don't work. Full stop.
