Hi all,
My recently purchased 05 Cooper S has the additional driving lights.
From pictures I've seen they appeared to come on with the normal headlamp beam - mine only come on with high-beam.

Is this the way they are supposed to work or can they be programmed to operate when you wish?

Service department at the dealership couldn't tell me...........

They are only supposed to come on full beam otherwise they would blind other drivers

As crammy says, the OEM items only come on with the main beam. NOT dipped or side lights.

There are some aftermarket items which have a ring on LED's on the outer edge, similar to the halo sidelights which come on with sidelights and dipped beam. When the main beam is activated the cente bulbs come in to give you even more light.
