Paint peeling under bonnet

Hi there,

just a quick question, under the bonnet by the suspension struts, should the paint be so soft that it can peel off with your finger nail?

This isn't a new one, its a july 2003 but just wondering if anyone else's car is the same, although i would understand if you didn't want to try...

btw its dark silver paint. thanks.
