Problem With the cooling system

I have a mini cooper 2001, there is a problem with the cooling system. the car warms up to normal temperature then wen it passes its normal temp the fan on the radiator does not kit in. i have replaced the main ECT sensor on the cylinder head, and i have also replaced the thermostat, plus there is no airlocks in the system but the problem still occurs, therefore i have narrowed it down to the fact that the fan is not cutting in wen it should to cool down the system:

1). Any ideas on how to check the fan is working?

2).anyone had this problem before?

3).anyone no the solution to this problem?

Thanks Ben

Test the fan motor by unplugging its power connector / lead and temporarily connect the fan connector lead terminal pins (live and earth) using some suitable cable direct to a 12V car battery. If the fan works the fault is elsewhere. Some Mini fans have a resistor under a black cover on the fan shroud (see Haynes manual page 3.4) which could be faulty also a relay.

The Haynes manual says you can replace the resistor but has to be soldered in. I think it controls the different fan speeds, if you by pass it the fan will probably go at max speed only? This older post has some more info and pics. which may help.
