Sometimes when I start the car while it's in neutral, doesn't matter if the engine is cold or not, I hear this ticking noise coming from the right rear- kinda like a faint turn signal ticking noise or a relay/actuator trying to engage... After the car has been driven for a while, the noise goes away. Dealer says it's normal as it's "likely" the fuel pump engaging. Anyone else noticed this?

Most likely your fuel pump. I had a car that just before you turned the car over you would hear a tick tick tick sound. It was my fuel pump. Could be the same on your Mini.
