A/C Condenser fan

Just trying to work out how long the condenser fan should run for when a/c is on.
The high pressure side of my a/c is running at between 15 to 20 bar.
Low pressure is 2 bar. Ambient temp is 25 C.
The condenser fan runs with a/c for about 5 seconds then fan cuts out. The pressure goes back up to 20 bar and the fan cuts in again.
The high pressure is too high and is causing poor cooling of the condenser and thus not so cool air at the vents.
I always thought the fan should run with the a/c all the time.
Anyone know if their condenser fan runs all the time with the a/c on.

On our 2004 MINI D the fan runs fast all the time with the aircon on.

On other cars with aircon, the fan always runs with the aircon on, and fast if the condenser pressure is high.

I think that whatever makes the fan run slow is faulty, so it stops when the car wants it to run slow, the condenser pressure gets high, the fan comes on, the condenser pressure drops etc.

It think it is faulty in that the fan should run at least slowly, when the aircon is on, just to stop the radiator heat getting to the condenser.

Its exactly as I thought.
Now I just need to know which component is faulty.
Unfortunately I have no wiring diagrams for the Mini.

the lowside fan is not running, unforntully the relay that is fautly is built into the fan, you will have to replace this fan, this is very common , I replace at least 2 a week
