Wiper problems, no fast speed

Hi, I have mentioned this briefly on my other post.

My car doesnt seem to have a fast option for the front wipers, the order is as follows

position 1 = intermitent (13 secs)
position 2 = intermitent (8secs)
position 3 = normal speed

whereas the instructions say that positon 2 should be normal speed and 3 should be fast. I do not have autowipers either? The mechanic next door says he once had a similar prob on a BMW where he replaced everything....to ring BMW who said that their cars had a wiper control module under thedash...unsure if the mini would have the same? He also sais that the relays are both the same under the bonnet

Has anyone got any ideas?

I once thought that my wipers were faulty, until I was made aware that they are speed-controlled. I believe that position 1 is intermittent, 2 is normal, and 3 is fast. But, these change if you are driving slow, IIRC.
