cannot open my window using remote key

hello everyone...
i got a mini cooper s checkmate (2006). my problem right now is i cannot open my window using the remote key after locking my car? according to the manual, the window can be open by pressing and hold the open button after you lock the car. but i've done this many times and it doesn't work. i also tried press the open button twice and hold the second press but it's still doesn't work. is my mini got problem? really need someone to solve it. thank you.

This function needs to be programmed by a dealer.

Most people do not have this function enabled due to the fact that if you lock the car and put your keys in your pocket you can accidentally press the unlock button and you come back to find your car sitting there with the windows down..
