Wheel Noise

Issue:

excessive noise coming from what sounds like the wheel. Started at front wheel. Took it to my local tire shop that installed my tires. They threw it on the rack and told me my tires were not balanced correctly (same tires they installed 3 months ago). so they fixed that issue and rotated the tires, now it sounds like its coming from the rear tire same side. this sound (not grinding just a hum sound coming from the tire) happens between 30-45 Mph and seems to go away once i go faster. Never gets loader and takes about 5 - 10 mins to start

What i have tried:

-jacked car up and checked to see by moving the tire if maybe the wheel bearing / hub was bad nothing. - i know that does not rule out a bad wheel bearing so -'ll have to get the car up to speed when i have another body to help me

-i'm thinking about rotating the tires again to see if the issue follows. if it does i'll move the tire again this time to the other side.

Has anyone ever run into this before? Are there better ways to test and rule out a bad wheel bearing without removing the bearing itself? Anyway to test if the tire is bad or maybe a issue with the wheel itself?

It could be the road surface giving a hum? Haha I have been on a road where it can hum a tune

Had something similar to this on my previous car (not a Mini though) - turned out it was uneven wear on the rear tyres caused by wheels not being aligned properly.

Wheel

Apparently the alloy can carrode causing the tyre to slip, try having the tyres changed to the back.
