Fuses fault

Hi all I am hoping someone can give me a clue how to sort out a few problems I am having with my 2002 cooper s? I went though a big puddle in my mini and some water came in my car, have Dryied out the car and all is working well, but now the electric sun roof, inside instrument cluster dash lights, front window wiper wash pump and the built in sat nav is now not working, I have cleaned and Dryied everything out and all so put the BCU in the airing cupboard for a week just in case that was wet, I have checked all the fuses and they are all fine too. So the next thing I did was to remove passenger compartment fuesbox and I remove fueses F8,F5,F15,F23 & F30 (one at a time) and with my electric tester I tested each one, and I found that there is no power going to each one of these fueses?? does anyone know why this is and what the fix can be, could it be a relay if so what one and were is the location?
If anyone could give me some advice I would be greatfull as I have come to a dead end and don't really want to take it to a garage and have a big bill if needed.

Further investigation I now have power to all the fuses but not fuse F5.....?

I only have a manual for the Gen 2 MINIs so cant reference what F5 is for.
But on the later cars there are fuses that supply the fuses in the footwell so to speak, main ones, under the bonnet?? have you check there too??

The F5 fuse is for the control module for the instrument cluster/diode, I have check all other fuses and they all seem to be ok?

Thanks for the info, I have checked out the BCU and that's all fine, just need help on why there is no power the to the F5 fuse? A
