Wales EMI & DEE light on Mini One D

Mini one D - keeps cutting out
I was driving home the other night on a motorway and my mini one d just cut out!!! The EMI & DEE lights came on and the car just cut out...I stopped & restarted the car and the lights went off, drove a further and the same thing happened again... I then got the recovery guys out who suggested it was something to do with the "fuel"?? I managed to drive to a garage a few miles down the road for them to check etc... After speaking to the garage it appears they had a code come up that indicated a problem with the "rail pressure" the guy at the garage doesn't appear to have a clue what he needs to do, he says he tried to clear the fault but it kept coming back on.... Could this be a simple fuel filter change????

The car has done nearly 60k miles, 35k before I had the car.. I've had for just over 2 years but I've never changed the fuel filter... Could changing this solve the problem?
