loosing water

hey wonder if anyone can help im filling up my tank of water and it drains straight away however its being stored in the part where the pipe that comes of the tank goes to (not sure what this is called, its a black lid that has to be pressed and turned at the same time to open)... does anyone know what the problem could be here... sorry to seem a bit confusing :S
