Vibration problem - front corner - not wheels!

I have a vibration from the drivers side (UK) front corner. You cant really feel the vibration, it is more of a rubbing noise. Happens from 40MPH plus

Took it to local dealer yesterday who had a brief look and couldnt find anything with the wheel or bearings so put it down to the run flats being at the legal limit. So I had the front tyres replaced and balanced this morning as they were on the way out but that hasnt stopped it. I also had the fronts swapped over to see if the noise would transfer and it didnt.

I have also noticed that there is a creaking sound from the top of the steering column which I initially thought was something superficial until I read the threads on here about problems with the steering column and others about the rack - is the sound I am hearing symptomatic of teh steering problems or are there any other reasons for this?
