You normally have to subscribe to speed camera updates when you buy a Tomtom One. Costs about £20/year. Speed camera updates are usually only free on more expensive Tomtom models.
I had the yellow sticker on the Box with ONE now with free safety cameras
Thats the same as what i get. TT Home dint install properly from the CD as i tryed to change a map back ground and i got the same message. Once i reinstalled TT Home from the Web Site and re downloaded the background it worked.
But as you cant reinstall the camera bit it does not work

I had the same problem, ended up uninstalling the software that came on CD with the tomtom and then downloading and installing a newer version from the tomtom website. I think there was some sort of bug with the version on CD so it wouldn't properly find the One.
Hope this info helps. From memory the software download page is not that easy to find on tomtom's site either.....

I've just got a TT One, and had a similar problem this afternoon while attempting to install the free speed camera update.
I downloaded and installed the latest version of TT Home from the website, then followed the instructions on the yellow sticker. After I entered the code to activate the promotion, it just came back with a message "No updates available."
Tried entering the code again, but it came back with a message that it had already been activated.
Being an IT professional, it took me some time to spot that the TT One wasn't showing as a connected USB device on the PC, despite being connected and powered on as per the instructions on the sticker. Switched it off and on, and this time it displayed a screen asking if it should connect to the computer. Answered yes, and TT Home suddenly burst into life and displayed the speed camera and other updates ready to install.

I also got the free speed camera thingy and that was fine but had trouble with the months free traffic updates. I hadn't gone to the computer with that but when I first turned on the TT ONE it was activated so it has run out and I never used it!
I also wanted to load an extra voice (the Scottish guy sounded lovely!) and I did everything it said but when it come to the checkout it kept saying my card number was invalid! I've not tried since as I got severely brassed off trying to get this voice!
