Footwell lights fitted but not wired???

It would appear that my friends 2002 Mini One has footwell lights fitted but they don't appear to be wired in. The lense and even the bulb are fitted but with no wires connected on either the drivers or passenger side. Can anyone shed any light on this (pardon the pun)? Are the wires cable tied and hidden somewhere else in the loom??

No, footlights are an option on Ones.

So they fit the lense and the bulb but just don't wire them in??
