Is the Chrome line interior a factory option or an accessory option?

if it is an accessory does that mean it can be added on to the order at anytime of the production stage?

The Chrome Line Interior is a factory option starting with July 2004 builds, but it can be retrofitted to earlier models as Paul's DIY details:

Apart from the rev counter or rev counter/speedo ring, which can't without the purchase of either a rev counter or rev counter/speedo or an aftermarket ring.

Well, there's no way of changing the ring on the rev counters it's part of the rev counter itself. Aftermarket rev counter rings just stick on over the top of the rev counter instead of replacing the painted silver bit with chrome as the MINI factory option does.
