Spaco Seat Safety?

I have a quick question about racing seat safety... In Japan most seat brackets / rails have a airbag sensor terminator. Would you assume the seats are not as safe as OEM? I mean, does it matter that the sensors aren't being used?

Sorry if this is a silly question...
