Exporting a mini form the middle east to Europe, how easy is it ?

I will be moving to Italy shortly having lived in Dubai for the last 1 1/2 years and would really like to bring my Cooper S Works with me but unfortunately there may be an emissions problem. The car is a "GCC" spec Cooper S Works that was purchased in Dubai. According to BMW Italy the car is basically OK except that there may be an issue with the emissions. Does anybody have any information on the different things BMW/Mini do to cars inorder that they meet differing emissions. Within reason I'm thinking of trying to modify whatever is needed to get it to Italy.
Any input, sensible contacts or assistance would be appreciated.

I thought the Works was built to meet World wide emissions?

From what I'm hearing there are possibly differences but to date nobody has been able to be specific. It could be that the catalytic converter is a different spec, the software, other features are not installed/enabled or perhaps just BMW trying to make it difficult. Obviously I'd like to know exactly what needs to be done to it (if anything) before I ship it to Italy and find I can't register it here so have to ship it back to Dubai and sell it.
