United-States Does the front lisence plate frame require drilling holes?

I'd like to know if the Mini's front lisence plate frame requires holes to be drilled in the body of the car. If so, does anyone know a way to mount a front plate without damaging the car?

My VW Jetta has two giant holes in the front and I'd like to avoid the same thing happening on the Mini if I move to Texas.

I used double sided tape to stick on my Euro Plate. I assume that same can be done with a regular front plate.

That's a good thought...maybe I could bond a thin layer of foam to the back of the plate so it doesn't scatch the paint.

Note to self: Don't use scotch double sided tape.

Yes, the license plate holder requires two holes be drilled into the front bumper.

I live in Oregon and purchased our MINI from Utah. They were nice enough not to drill the front bumper for me. I just carry the front plate around in the car. The lines on the front of the car flow so nicely without an ugly bracket/plate to disrupt it all.
