This is NOT the case on the R50 / R53 / R52 models (pre R56)
On these, the phase one and two xenon lights are xenon on the low beam only. The main beam is a halogen bulb. The main difference (apart from the 2nd gen lamps being a bit brighter) was one of looks.

On the R56 you are correct, the Xenons are Bi-Xenon.
