do side vents actually work?

do these vents work? and if not,can they be made to work?

as much HP as I can afford

I suppose they do let air pass through, but their real purpose in life is much simpler: to provide access to the hood hinge mountings.

Bruce has got it right (I think). They're only there to cover up some mounting bolts (although I thought it was the top of the door hinge).
Somewhere there's a cutaway / ghost picture that shows the structure behind there.
I think all the cooling airflow is designed to go out through the bottom of the engine compartment.
