Sand, paint, buff, and install a bumper?

I was recently rear ended, and the impact cracked right passenger side of the bumper of my 2004 JCS cooper s. The damage is hardly noticeable unless you look for it. I recently purchased a use bumper in the right color - chili red - but it needs some sanding to get some small cosmetic blemishes out, followed by sanding & spraying, and then installing. All of the lights and pieces from the OLD bumper are intact and totally fine (no scratches or cracks).

Wondering if there is someone ,in the Seattle area who would be willing to do this work for under $200? I have the bumper, just need the cosmetic repairs and for the bumper to be re-sprayed the chili red color.

This is all covered by insurance, so I'd like to go through a private mechanic so we can negotiate cost and repairs.
