Loose front bumper?

Hey everyone I'm new to the forums here, and also a new owner of a 2004 Cooper S. I must say I'm beyond in love with this car, I have a question with my front bumper, it seems as though it is loose. The previous owner just got the whole car repainted except for the bumpers, so my guess is maybe they forgot about the clips for the front bumper? Or is it possible that they are this loose regularly? Thanks in advance!

Believe it or not the bumper did seem like one side was lower, however I fixed that problem already because the bonnet wasn't shut. However, I'm talking about the actual bumper being loose, not lower.
