fuel filter and change of colant

Done a small service to the 53 reg one but couldnt find where the fuel filter was?? and one knows?

also today on the heat i could hear the car whining on the traffic and then realised the fan is working hard to keep it cool.
the colant level is full but since i realsised it i can see the temperature gauge doesnt move at all so likely the whole system is bloced..
any one knows where is the empty tap so i can undoo and put the water hose to wash before i refill with new colant?
much appreciated any info as this mini didnt even came with owners book

The derv filter is underneath the drivers side rear wheel arch. you will have to remove the road wheel and plastic inner arch. its hidden behind there. its a metal cannister type filter.
