Just noticed last night that my headlights dim down noticeably when i turn the steering wheel !! This only seems to be at low / parking speed. Is this normal ??

Yes. It's just a result as the extra drain on the power when at a standstill and turning.

Generally I see it if I'm in a dark spot, stationary, and on full lock.

You could always get the electrics checked if you're not comfortable with it.

It's one of those "characteristics" of having electric power steering, although xenon equipped cars don't suffer the same thing.
