Yes, the fleet cars will lose an amazing amount of cash. In the past, inflated new car prices in the UK have kept residuals artificially inflated.

When I was looking at a new family car I seriously considered these:

Vauxhall Omega 2.6 V6 Auto 51 plate (2001) 10k miles - all for a bargain £9999 from a car supermarket. New list is about £22k.

Nissan Primera 2.0 Sport + Auto 51 plate (2001) delivery mileage for £8299 from a Nissan dealer.

OK they're not the most set-your-pants-on-fire cars but I could have spent £25k on a BMW, drive it for 3 years and lose £15k in depreciation. Or I could buy one of the unloved cars for £8-9k, drive it for 3 years and still have something worth £2-3k.
