It depends on what you want to complain about (it's fairly obvious that's what you want to do, but apologies if I'm wrong)?

There isn't a governing body as such, but there are a number of different organisations that have some influence in different areas.

That's down to MINI, not the dealer network, but the Retail Motor Industry Federation, SMMT or your local Trading Standards may be able to offer some advice.

Also if you are waiting for a part that has been on order, it is not unresonable for you to be able to request a lead time for delivery, also did you pay up front or deposit or just order it. If your dealer cannot get it from MINI would suggets firstly you contact MINI customer services - wud assume contact details are on their site.
