I seen it before - but for the life of me I can not think where, Marcus was my best guess.

I think it is some hand built / small product car

I will just have to sit back until some bright spark comes up with the right answer

I think it's not a "full size" mini...

It looks RC 1:25 ration to me... or even a sort of flashlite disguised in a mini... But I'd nearly bet a cheese fondue that this is no real size mini....
