DIY Rear Wash wipe filter

Has anyone heard of the rear wash wipe filter?
A friend of my mums has been told by the local dealer in Chester that the rear wash wipe filter is blocked and it will be £65 to replace?

I ain't heard of such a thing, cananyone elaborate please, or is the dealer trying it on with labour charge?!

Looks like there's only one filter (wash pump strainer) in the system, #4 in this diagram.

65 to take that out and clean it is probably their minimum labour charge.
